The problem with your argument is the term compassionate conservative. Conservatives regard this, as well as its association with George W. Bush as anathema.
Until that changes, any type of social program proposed by Democrats will be automatically opposed by the right. And ultra-conservatives will regard anyone who doesn't tow their line traitors to the party.
